Stephen Boucher and Henri Monceau are the initiators and coordinators of Tomorrows’ Europe on behalf of Notre Europe.


Stephen BOUCHER

Co-Secretary General of Notre Europe

Stephen is responsible for the coordination of the overall activities together with Henri Monceau.

Stephen is co-Secretary General of Notre Europe, the independent think thank devoted to EU politics, founded by former Commission President, Jacques Delors. Stephen in particular runs Notre Europe’s activities on energy policy, think tanks and civil society, transport, as well as oversees its communications.

Prior to joining Notre Europe, Stephen worked as an adviser on European and international affairs for the Belgian Deputy-Prime Minister and Minister for transport.

Stephen is the author of two books, on hydrogen energy, and on think tanks. For five years, Stephen worked for public affairs consultancies in Brussels and London. He has also taught lobbying in Europe as Adjunct Professor at Sciences Po in Paris.

Stephen was educated in France and the United States and holds a Mid-career Master in Public Administration from Harvard University and a post-graduate degree in comparative politics from Sciences Po in Paris. A dual national of France and the United States, he speaks French, English and some German and Arabic.



Henri MONCEAU

Programme director

Henri Monceau is a senior political advisor and public affairs consultant. He joined Notre Europe in 2005 in the position of Programme Director for transnational governance and deliberative democracy. As such, he coordinates the DiDACT project (for Deliberation in Democracy: towards Active Citizenship Training) and Tomorrows’ Europe (together with Stephen Boucher).

Former Head of Cabinet of the Belgian Vice-prime minister (1999-2003) and currently senior advisor of the Walloon Minister for economy, Henri has been in charge of Life Long Learning solutions in the Socrates Programme of the EU (1995-1999) and, prior to this, has served as policy officer in a European platform of NGOs.

As a consultant, he advises public authorities and private companies in the field of knowledge management, change strategies and creative development.



Celine BERNAERTS

Project assistant

Celine is responsible for giving logistical support to the overall activities.

Previous to joining Tomorrow’s Europe, Celine has worked as an assistant at the European Parliament in the Cabinet of former president Josep Borrell Fontelles. She prepared briefing notes and press releases and monitored EU developments in a wide range of subjects.

Educated in Belgium at the Free University of Brussels and the Catholic University of Leuven, she holds a degree in political science and a master in European studies. She is a national of Belgium and speaks French, English, Dutch and some Spanish.

She chose Tomorrow’s Europe “because I truly believe that the voice of ordinary European citizens can be of great interest if only they had the chance to express themselves after having received balanced and neutral information. Deliberative polling is a new and scientific method which can help citizens as well as high-level politicians to meet, discuss and discover what Europeans really want”



Mathieu COLLET

Project officer and research fellow

Mathieu is responsible for providing policy support and internet communication

Prior to joining Tomorrow’s Europe, Mathieu worked as a parliamentary assistant for Michel Destot (French PM and mayor of Grenoble) and managed a participatory democracy project at the GART (Groupement des autorités responsables de transport), a union of local authorities in charge of consulting missions as well as national and European lobbying. In Brussels, he collaborated with Gilles Savary, a Member of the European Parliament, and worked at the representation of the French Railway undertaking at the European institutions. Mathieu is also President-founder of the civil society organization « Euros du village » and editor in chief of its internet website (www.eurosduvillage.com). He is a national of France and speaks French, English, some Spanish and German. Educated in France, Belgium and Poland, Mathieu is graduated from from Sciences Po Grenoble, holds a post graduate diploma in Political Science from Sciences Po Lyon and a post graduate diploma in European Studies from the University of Louvain. He also studied in Cracow (Poland), at the Jegellonian University.

He chose Tomorrow’s Europe because “we need to wake up the EU from its democratic sleep, where dreams are numerous, but we fail to achieve more concrete actions. It is time now, after 50 years of progress on peace, high politics, economy and institutions, to start with a citizen’s Europe, which could announce a new era in the integration process,” said Mathieu.



Edina DOCI

Research assistant

Edina is responsible for providing research support.

Prior to joining Tomorrow’s Europe, Edina has worked as a media analyzer in the Hungarian Prime Minister’s Office. She also worked for a Hungarian NGO on the field of Corporate Social Responsibility.

During her studies Edina participated researches on several issues, including Totalitarianism and Holocaust, Drug Addict Youngsters, Hungarian Cyber Society, Corporate Social Responsibility, Long term unemployment (Hungarian Academy of Sciences), and The logic of civil society (Central European University and Harvard University). She has already participated a Deliberative Poll on the Roma in Hungary as a small group moderator.

Educated in Hungary at the Eotves Lorant University of Sciences, she holds a master in sociology. She also studied political science at the National and Kapodistrian University of Athens. She is a national of Hungary, and she speaks Hungarian, English and Portuguese.

“I think the European citizenship should not be the privilege of the elite. To be well-informed on EU issues and to be heard about the future of Europe is the right of every citizen, not only the well educated and privileged ones’. I believe that Deliberative Poll® is a perfect tool to make people involved and engaged in key policy issues and in active citizenship. If decision makers consider their people deliberated opinion indeed, that is a crucial step to strengthen the Europeans’ faith and trust in a common Europe.” said Edina when asked why she joined Tomorrow’s Europe.



Bruno VALETTE

Project Manager

Bruno Valette, project manager of Tomorrow´s Europe is responsible for the office, staff and budget management and for the logistic management of the deliberation (international and local transport of participants, hotels, catering, security, etc).

Bruno is a part time free lance consultant specialized in project coordination and event management, both in Belgium and at international level. Bruno is also part-time employee in a Franco-Belgian NGO working on eco-farming, eco-building and eco-consumption; he coordinates the ‘agriculture & food service’ and is particularly in charge of European legislation on organic farming, GMOs and pesticides.

Since 1992, Bruno has worked on various projects in the fields of development cooperation (mainly EU-ACP partnership), environment and agriculture.

Educated in Belgium, Bruno holds a university degree of engineer in agronomy. He is Belgian and speaks French, English and Dutch.



Daniela VINCENTI-MITCHENER

Communications officer

Daniela is responsible for the implementation of the communication strategy.

She shares her working days between Tomorrow’s Europe and the Platform of European Social NGOs (Social Platform), where she is also in charge of communication.

Prior to joining Tomorrow’s Europe and the Social Platform, Daniela worked as a journalist for over 10 years, covering politics, business and society. She mainly worked in the United States, Italy and Germany, where she was a financial correspondent for the Italian daily, Il Messaggero.

Five years ago, Daniela switched career paths to join the army of Brussels communications’ experts and put her journalistic experience at the service of civil society organizations. In this capacity, she helped European social NGOs to make their voice heard by political decision-makers in Brussels and in the European capitals.

“The citizens are the glue that will keep the European Union together. Without the citizens, Europe and democracy at large might run the risk to fall in an irreparable decadence. Europe needs more than just an economic integration. Our founding fathers started a process that can only move forward in a world that increasingly looks at the European Union like a model. This is why I joined Tomorrow’s Europe. It is a project, which we hope will reveal the true advantages of involving people in decision making processes through the scientific methodology of deliberative polling,” said Daniela when asked why she joined Tomorrow’s Europe.

Daniela was educated at the Sorbonne in Paris and Columbia University’s Graduate School of Journalism in New York. A dual national of France and Italy, she speaks Italian, English, French and some German.



Bobby FISHKIN

Special Advisor

Prior to joining Tomorrow’s Europe, Bobby worked as a social entrepreneur and Fellow of the Richard Florida Creativity Group and Fellow of the Office of the Mayor of Baltimore, USA. He conceived and developed ACCESS Baltimore (Arts Creating Community Energy and Social Solutions), a program which creates opportunities for large numbers of at-risk youth and the mentors who work with them to attend cultural events together. He also conceived and developed the Books for Teachers program, which has created hundreds of classroom libraries in the state of Connecticut. A magna cum laude graduate of Yale College with a B.A. in Philosophy, Bobby is also a playwright who has been produced in London and New York.

Bobby advises the team of Tomorrow’s Europe on various aspects of the organization of the Deliberative Poll and its media campaign. He is currently CEO of Reframe It Inc., an innovative dot.com venture which will facilitate new forms of public dialogue. His choice to get involved in Tomorrow’s Europe stems not only from his having observed many Deliberative Polls over the last decade (he is the son of Stanford professor James Fishkin), but from a deep-seated belief in the power of democratic dialogue to resolve conflicts and take society forward.



Maud CLERC

Pro bono consultant

After a Master in History of European construction (Sorbonne University) Maud joined the Institut d’études politiques (IEP) from Strasbourg and its Europe Master from which she graduated in 2005. She’s currently drafting her PhD in political science, at the Centre of political research of the Sorbonne University. She conducts research on the communication policy of the EU by questionning the legitimization of the European political system.

She joined Tomorrow’s Europe as a volounteer-consultant. Attracted by the quality of the expertise and analysis of Notre Europe’s work, Tomorrow’s Europe is, according to her, "presenting in its conception, execution and analytic continuations some very productive grounds for reflection". Inspired and guided by the research contributions as well as aspiring to present concrete solutions to the issues of the democratization of the EU, Tomorrow’s Europe fits with Maud’s research.
