Founded in 1999, Friends of Europe is a prominent Brussels-based think-tank for EU policy analysis and debate, aiming to stimulate new thinking on the future of Europe and broaden the EU debate. It is non-profit, completely independent of EU institutions and without national or political bias. Friends of Europe is pioneering a new approach to promoting and stimulating new thinking and debate on Europe’s future by making it more controversial and lively. We seek to enliven the often technocratic treatment of EU policy issues, and to harness modern audio-visual satellite communications so as to project the EU debate beyond the confines of Brussels.

The European Council on Foreign Relations (ECFR) is a new pan-European initiative for policy development, advocacy and communications which will be formally launched in the autumn of 2007. The mission of this new endeavour - backed by the Soros Foundations Network, Sigrid Rausing, FRIDE and the Communitas Foundation - is to promote open societies through a more integrated European foreign policy.

The Centre of European Policy Studies—Founded in 1983, CEPS is an independent policy research institute dedicated to producing sound policy research leading to constructive solutions to the challenges facing Europe today. Funding is obtained from membership fees, contributions from official institutions (European Commission, other international and multilateral institutions, and national bodies), foundation grants, project research, conferences fees and publication sales. They strive to achieve high standards of academic excellence and maintain unqualified independence, provide a forum for discussion among all stakeholders in the European policy process and build collaborative networks of researchers, policy-makers and business across the whole of Europe.

It was set-up to embody and diffuse the non-commercial principles of EurActiv. It has appointed an experienced Secretary General and gathered an impressive Advisory Council with members stretching from the business community to NGO’s, think tanks and the media. Fondation EurActiv provides EurActiv.com with guidance on editorial strategy and media independence. Over time it is widening its scope to include coaching on policy information and helping non Brussels-based associates in on-line media to get a foothold in EU circles. Set up in 1999, EurActiv.com is the independent media portal fully dedicated to EU affairs. The EurActiv web portal is firmly established as the favourite online platform for Brussels and national professionals in EU policies. It brings together journalistic independence with transparency and practical efficiency, complementing the existing EU media and institutional websites. EurActiv also believe it is necessary to reach people outside Brussels and to bring other EU Actors into a network. EurActiv contributes to it thanks to its French /English /German versions and its partners in Central and Eastern Europe.

The Elcano Royal Institute is a private entity, independent of both the public administration and the companies which provide most of its funding. It was established, under the honorary presidency of HRH the Prince of Asturias, on 27 December 2001 for the purpose of conducting an exhaustive study of the interests of Spain and of Spanish people in international affairs and to place its findings before the public at large.

The Danish think tank New Europe (in Danish Nyt Europa) was founded as a response to the Danish referendum on the Amsterdam treaty in May 1998. Since its foundation, New Europe has worked with a left-of-centre perspective. It mostly gathers its members and supporters from people formerly opposing the EU/EC who, in the light of development both within the EU, Europe and the world, have realised that their political goals and aspirations have to be pursued at a European level. Many well-known figures in Danish political life have been part of establishing New Europe since its foundation. The organisation aims to present concrete proposals for action within Europe, based on a combination of science, politics and communication - and always with a view to the world community.

Council of European Municipalities and Regions - CEMR (EU)

The Council of European Municipalities and Regions (CEMR) is the broadest association of local and regional in Europe. Its members are national associations of local and regional governments from thirty-six European countries. The main aim of CEMR is to promote a strong, united Europe based on local and regional self-government and democracy; a Europe in which decisions are taken as closely as possible to its citizens, in line with the principle of subsidiarity. CEMR’s work covers a wide range of themes, including public services, transport, regional policy, town twinning, the environment, equal opportunities. Its president is the mayor and governor of Vienna, Michael Häupl. CEMR is also active on the international stage. It is the European section of the world organisation of cities and municipalities, United Cities and Local Governments (UCLG).

The Institute for Strategic and International Studies (IEEI) was established in 1980 as a non-profit, independent organisation devoted to research and the fostering of debates on international affairs, defence and security issues. In its twenty-five years of activity, the IEEI has established not only a national, but also an international reputation, as the leading centre dealing with international relations in Portugal.

In Portugal, it has helped to establish a previously non-existent tradition of study and debate in this field. International conferences, such as the annual Lisbon conference, and smaller workshops have been numerous (on average three or four a year) and attended by leading international experts on the field. A policy-oriented institute, the IEEI has sought since its inception to bring together experts and decision-makers, military and diplomats, politicians and journalists, students and business people.

The Center for Liberal Strategies is an independent Bulgarian think tank. It has organised two national Deliberative Polls® in Bulgaria, the latest about integration of the Roma in April 2007. This non-profit organisation was created in 1994 and works in cooperation with a large range of partners, European institutions included. It leads European public policy projects in various fields of research such as Bulgarian foreign policy, socio-economic cohesion in the enlarged EU, judicial system, etc.

E3G is an independent not-for-profit organisation, established in 2004, that works in the public interest to accelerate the global transition to sustainable development. E3G build coalitions to achieve carefully defined outcomes, chosen for their capacity to leverage change. E3G founders had been working together and developing their shared thinking for several years before the organisation was constituted in 2004. Initially undertaking high-level diplomatic activities linked to the personal experience and influence of its founders, E3G has since been gently growing its portfolio of activities. E3G now has four strategic programmes, six additional members of staff, and an extensive network of aligned individuals and organisations.

The Centre for Public Policy PROVIDUS was established at the end of 2002 by the Soros Foundation-Latvia and several individuals and has since developed as the leading think-tank in Latvia. PROVIDUS mission is to facilitate comprehensive policy change in areas important for Latvias development. PROVIDUS also provides expertise to other countries undergoing democratic transformation. PROVIDUS is both a source of expertise and an agent of change in the following areas: good governance, including anti-corruption; criminal justice policy; education policy; European policy.

PROVIDUS activities include: publishing research and policy analyses, providing expertise to the government in the policy-making process, advocacy and monitoring, consultancy services and training as well as promoting public participation in the policy process and holding of an annual Public Policy Forum. The INSTITUTE OF PUBLIC AFFAIRS (IPA) is an independent, non-partisan public policy think tank. The IPA was established in 1995 to support modernisation reforms and to provide a forum for informed debate on social and political issues. It conducts research as well as societal analysis and presents policy recommendations. The IPA aims to implement projects significant for the public domain, initiate public debates, identify potential threats to the social fabric and anticipate future problems, offer new ideas for policies aimed at solving existing and future problems and act as a bridge between academia, the world of politics, the media and NGOs The Institute of Public Affairs has prepared reform proposals for the key areas in society and politics. The Institute has a network of associates, which consists of scholars from different academic institutions as well as numerous social and political actors.

Prague-based EUROPEUM Institute for European Policy is a non-profit, non-partisan and independent institute. It focuses on the issues of European integration and its impact on the transformation of political, economic and legal milieu in the Czech Republic. EUROPEUM strives to contribute to a long-lasting development of democracy, security, stability, freedom and solidarity across Europe. The think thank formulates opinions and offers alternatives to internal reforms in the Czech Republic with a view of ensuring her full-fledged membership and respected position in the European Union.

The Initiative & Referendum Institute Europe (IRI Europe), Europe´s first Direct Democracy Think Tank, was founded in 2001 to become the premier research and educational institute on Initiative & Referendum (I&R) in Europe. The Initiative and Referendum (I&R) process is on the march. Of the almost 30 European countries which adopted new constitutions since 1989, only 3 did not include instruments of direct democracy. Also “old” democracies are increasingly introducing I&R, such as Germany, Portugal, the Netherlands, Belgium and Sweden. But referendums are also increasingly shaping the European integration process. Between 1972 and 2002, more than 150 million citizens in 11 countries made ‘European’ decisions on in 27 referendums. IRI’s mission is to develop insight into the theory and practice of I&R among politicians, the media, NGOs, academics and the public throughout Europe. IRI Europe is an independent, non-partisan and non-profit institution. They are advocates of the I&R process and are dedicated to offering facts, promoting research, providing services to the public and bringing key actors together.

Reset is a bimonthly Italian magazine founded in 1993 by Giancarlo Bosetti along with several prominent European intellectuals. The magazine is committed to secular, progressive, and liberal ideas and it is not affiliated to any political party. Throughout the years, it has set an international network of relationships with the main centres of social, economical, and political thought. Through in-depth articles and analysis, Reset explores major cultural and political issues - both national and international -, focusing on democratic systems and deliberative democracy, globalization and intercultural dialogue. Furthermore, the magazine pays special attention to the following topics: the press and its functions, the evolution of the broadcasting system and its relations with society and politics, the new communication technologies, the deliberative democracy and deliberative polls as tool for a better informed public opinion. In the past years, Reset has been holding special events on key issues that it had also been addressing in print. Reset edits a series of books that reflects the magazine’s line.

The online magazine Caffè Europa (www.caffeeuropa.it) has grown out of Reset’s experience; it explores European culture in all of its aspects: political, economic, social, artistic, and so on. Furthermore, Caffè Europa focuses on the analysis and development of deliberative culture and democracy.

The Salzburg Centre of European Union Studies was established in 2007 to pursue research and education in the field of European integration. Research focuses primarily on topics relating to the European social model to be investigated from various angles and disciplines.
