Tomorrow’s Europe will take place in parallel with government negotiations on the future of European institutions, during the second semester of 2007. A first step is the European Council of 21th and 22th of June, where the Heads of State and Government will pave the way for an attempt of redefining the institutionnal toolbox : decision process, qualified majority voting, foreign and security policy, Charter of fundamental rights, future of the Constitutionnal Treaty. What will be the role of European citizens during this crucial period? Do we risk losing them... again?

Car rental companies know that customers will never clean their cars before returning them. For a simple reason—they do not own them. Such a sense of ownership is also what is missing in Europe. Without citizens’ input, the European project lacks direction, affecting our competitiveness and standing in the world. With a possible Inter-Governmental Conference ahead, this should be kept in mind.
i think EU must go a little more "pop" (popular) in the future...come down to every citizent and listen, learn what he thinks,inform,educate... that’s why i believe europe needs a pan european tv/radio/media channel which will broadcast in all EU countries, and access the citizents directly...national television channels are full of propaganda, and misinformation,if they bother to give any information at all to the citizents, about europe or EU..
so, to many citizents EU is something very distant, uknown, foreign, hostile and they do not care about it...plus national channels owned by the national goverments)acuse EU when something goes wrong in the economy, making it escape goat for their falures..but when they benefit from EU,they forget to remind the citizents and they take all the credit for their goverments..
besides,EU is not just capita, money, business and stock market...it’s about people, nations, history and culture..how are you going to integrate 27 strangers..??
that’s why a pan european tv channel, broadcasting directly into every EU citizent’s home (not just satelite like euronews, and not just about news and politics)will give the chance to the people to consider EU something of theirs, something aproachable..plus with shows about the culture and history of each country, music,tv programmes and shows selected from each country, broadcasting in all languages, will bring euopeans closer, they will learn about each other and won’t feel as strangers or different....
in conclusion,i think EU for the next few years must invest both money and time and efford to win back it’s citizents, because it’s the citizents in the end who vote, from the most important to the least one...

"I see plenty of people in the media enthusing about the EU; However I have yet to meet anyone in person who thought that the EU was a good idea, a free-trade community is one thing, but this overbearing bureaucratic behemoth is unworkable ."

"you do not create an artificial union with a broadcasting channel, you just promote europeaness, european history, values, culture, and everything that happens in europe...it’s up to the people to decide if what is happening in europe is good or bad....and while they are learning more about europe,EU,their country and other countries, they might just see things through a different prospective....
i will agree with you that politicians want a quick result and that is not possible....but a tv channel is just a start....it has to go a long way,and it won’t mean that europe is united because it just has a tv channel...besides,europeans are paying for far more ridiculous things and projects than a channel with if it managed well can offer them not just entertainment, but also news, knowlege and give them food for thought, instead the national tv channels, that bombard you with reality tv and soap operas and make people stupid....."

Europe does not exist, it will never exist other than in the minds of a small number of self important politicians who wish to personally benefit from this conglomeration of disparate nations.
There is no doubt that the divide between politicians, and the citizens of the nations is vast, as such the politicians dare not ask the citizens for their opinions.
The eu is by its very nature corrupt, and democratically deficient, the so called new treaty, or constitution to give it its correct term will only serve to increase the deficiency in this area, as it hands over more power to the unelected commission.
I find it amazing that the current politicians don’t know anything about history, multi national empires always fail, usually in bloodshed, and this would be empire will be no different.
""TOPIC 2. Governments negotiations : Do we risk losing EU citizens again?" Dear Barry,
we do not presume what Europe means for the citizens of the 27 countries of the EU. You say that "Europe does not exist, it will never exist other than in the minds of a small number of self important politicians". This is your opinion.
Tomorrow’s Europe is actually about what citizens think : we expect to have some answers from ordinary people. They have the answer ; we just ask questions. Thanks for your attention

"TOPIC 2. Governments negotiations : Do we risk losing EU citizens again?" i am afraid to say that for me europe does exist...and i feel european,as much as i feel greek...in fact,i feel more european than greek..i’ve never felt that i belonged to just one nationality..i am proud of where i come from, i love my country and i defend it,but that does not stop me from admiring or loving other countries of europe their history culture and people, not just as a tourist, but as a citizent of europe that cares and have interest in what it is happening in all countries of europe, either they are in EU,are about to join,or they are not members yet... so does that make me european..??maybe not...but my mentality or culture is definatelly not just greek..it is EUROPEAN.....and i am not ashamed to say it..

"TOPIC 2. Governments negotiations : Do we risk losing EU citizens again?" just think of that...many european countries are actually a federation,or consist many smaller nationalities that feel that they want more indipendence...see UK,spain,belgium,italy,france,germany..... are the scotts happy with whatever london says..??are the vasques..?the corsicans..??the wallons..?? the sardinians..??but they all decide and obey the laws of the country they are belong to...so it is not impossible for europe to unite,as a larger federal union of nations or states....the problem is puting behing the national interests and arguing on who is going to profit more out of EU...because all the arguments come from that...who’s gonna have more power or influence...put that behind and the problems are solved... besides, many people see brussels as a far away contry that dictates the nations..they forgett that every EU nation has MPs and represenatives in brussels,so they decide together with the leaders of each country....if you don’t like a law, think about the fact that it’s maybe because one of your coutry’s MP suggested it,or your country’s leaders aproved it...

The question must refer to the people of France and the Netherlands who resoundly rejected the EU ’constitution’.
And yet, all along, the political class has been moving the project forward, its current incarnation is an ’amendment treaty’. Such a thing will create a true EuroGov whose powers have been deliberately hidden from the general public.
Why is it that most of Europes crypto-marxist governments, elected to manage an economy and healthcare and schools and so on, feel they can create a SuperGovernment and then hand all power to it? Ignoring calls for a referendum from the very people who have only loaned power to their Govts?
The EU, EuroGov, is nothing other than a massive Gravy Train and Power Nexus for our corrupt, lying and Anti-Diluvian career politicians.
If EuroGov is worried about losing its citizens then it has an odd way of trying to keep us satisfied.

"the EuroGov as you call it is actually all our leaders put together..they have the power to reject or ambolish EU if they really feel it is against their nation’s interest....
you are right about the importation of new voters from africa and middle east...i object to that too..but that started long before EU was even created..UK and france were multicultural countries since the ’50’s...so it’s not the EU,it is the leaders of the countries...if they stop listening the multinational companies who need cheap labour and focus on the people of europe then things will be farer for us...."
